MS Paint Wars is a contest(?) in worth1000.com where you make crappy entries with the most basic graphic editing program on Windows - MS Paint.
I know you can make awesome art pieces with MS Paint, but that is not the aim of the contest. It's to make fun of each other, burn, call names, all in the name of LULZ.
Because it's strictly based on the community of w1k, lots of inside jokes are abound.

I have a few ideas, but you see, if it's funny enough, why shouldn't I use it on my strip instead?
